Glenn O’Steen is a seasoned public procurement professional with a strong foundation in financial stewardship and contract management. He currently serves as the Procurement Manager for Columbia County, Georgia, where he leads a dedicated team committed to fiscal responsibility, efficiency, and transparency in all purchasing and contract operations.
Glenn brings over a decade of experience in governmental procurement, business tax planning, and contract management, holding industry-respected certifications, including CPPO (Certified Public Procurement Officer) and NIGP-CPP (Certified Procurement Professional). His leadership is further recognized nationally through his role on the Board of Directors and as Chair of the Finance Council for the National Institute of Governmental Purchasing (NIGP).
He holds an undergraduate degree in Accounting from Augusta University and an MBA from Troy University. His background includes experience in teaching accounting and business management, which enhances his strategic approach to procurement and budget oversight.
Glenn is married to April O’Steen, and together they have two children, Mary Kate (26) and Eli (9). Whether in his professional capacity or community involvement, Glenn is passionate about building systems that support accountability, value, and long-term sustainability for public institutions.
